Primarily this unit is responsible for
incorporating new trends in construction/project management practices and
translate them in the form of general conditions of contract. A liaison is kept
with ministry of law to obtain legal opinion on various conditions of contract
to ensure that they comply with the law of the land. Further clarifications, if
any, sought by CPWD or other agencies following the CPWD Works Procedures are
also given by this unit.
Works Manual deals with
works, procedures and financial powers of different officers is also updated constantly.
Constant efforts are made to remove inconsistencies noticed by the field
formation in the procedures and brought to the notice of this unit.
This unit also handles registration of
Class I Contractors of Civil, Electrical, HVAC, Furniture and Class I, II and
III horticultures. Detailed enlistment/revalidation rules have been laid down.
This enlistment procedure adopted by CPWD is highly scientific. The application
for enlistment/ revalidation is scrutinized by an Advisory Committee before
these are approved by DG (W).
The Class-II category in respect of
B&R, electrical, HVAC, furniture are enlisted and revalidated in the region
by the ADGs and Class III and IV by the designated
zone and class V by designated circles.
For works costing more than Rs. 5 crores and for specified works between Rs
2 crores to 5 crores
pre-qualification of Contractors for handling similar such contracts after
ascertaining the credentials, is carried out with the prior approval of
Additional Director General of respective regions.
This unit is headed by a Superintending
Engineer and two Executive Engineers.
